Baptism of the Holy Spirit:
The Governmental River of Life
The Baptism of the Holy Spirit is a dual powered reality that involves the governmental transformation of the inner man as an indwelling river by the power of the cross together with the downpouring of the anointing for the manifestation of supernatural giftings—chief of which are prayer in the spirit (tongues), prophetic revelation, healing and deliverance.
The governmental transformation of the inner man is characterized by the circumcision of the soul (i.e., the cutting off of the root of sin) and the infusion of the fullness of the love of the Father and the Son wherein they come to take up Their abode at the governmental center of our lives.
The governmental nature of the Spirit's baptism in the soul is portrayed in Revelation 22:1,
"Then he showed me a river of the water of life, clear as crystal, coming from the throne of God and of the Lamb."
In John 7:38, Jesus said that to those who receive the Holy Spirit,
"From his innermost being will flow rivers of living water."
In describing this reception in John 15:26 and 14:23, Jesus made clear that the Spirit would be proceeding from the Father by His agency and that in this, the Two of them would take up their dwelling place in the believer:
"When the Helper comes, whom I will send to you from the Father, that is the Spirit of truth who proceeds from the Father, He will testify about Me. If anyone loves Me, he will keep My word; and My Father will love him, and We will come to him and make Our abode with him."
The river of life proceeding from the throne of God and of the Lamb in Revelation 22 is the same river of life proceeding from the Father by the Son in John 7, 14 and 15. Specifically, the place of abode in the believer is the place where the Father and Son seat themselves within the believer. According to Revelation 22, that seat is a throne. The word throne is the operative word here. The throne is the seat of government.
Thus at the heart of the genuine and complete baptism of the Holy Spirit is the establishment of the government of God in one's innermost being.
The Spirit Baptism of Elijah
The Spirit of Elijah and the governmental baptism of the Holy Spirit as contemplated in the books of John and Revelation are one and the same. Describing Elijah, the Old Testament reveals a man possessed by the internal government of God displaying extraordinary powers of the anointing. By means of this same dual power, Elijah confronted and overruled the wicked kings of his day. No human king could stand up to him. (This becomes vital to us at the end.)
Malachi 4:5 tells us that this same Spirit of Elijah will be sent to the church before the great and notable day of the Lord.
"Behold, I am going to send you Elijah the prophet before the coming of the great and terrible day of the LORD."
According to Jesus, that Spirit was foretyped in John the Baptist at His first coming (Mt. 17:12-13). John did not display the fully anointed baptism of Elijah as it was to proceed from the throne of God and of the Lamb Whom he heralded. As the people observed, John did no miracle" (Jn. 10:41 KJV). Yet John's Spirit was fully governmental at the core of the inner man in keeping with the Spirit of Elijah:
"The axe is already laid at the root of the trees; therefore every tree that does not bear good fruits is cut down and thrown into the fire." Mt. 3: 10
At that same time, John described the dual nature of the Spirit Baptism to come forth in its fully completed actualized reality from the Lamb:
"As for me, I baptize you with water for repentance, but He who is coming after me will baptize you with the Holy Spirit and fire." Mt. 3:11
At Pentecost, the incipient manifestation of that fully anointed governmental baptism was realized. Supernatural tongues of fire with signs and wonders accompanied a word that cut to the core of the inner man in those that heard it.
Not too many years after that however, the Spirit baptism of Elijah waned and died out of the church. By the time of the Corinthian church's establishment and operation only 20 years later, what passed for the baptism of the Holy Spirit was a mere laughable caricature of what had been poured out in Acts 2, necessitating the writing of the Book of I Corinthians 12-14. There was no governmental reality underneath the anointing that the Corinthians received or displayed, leading to a circus atmosphere in the church marked by petty squabbles.
Finally even the anointing departed. Church history descended into its very long night in which no man could work the works of God—as Jesus had prophesied would come.
The End Times Restoration of the Elijah Chemistry
After the time of the Reformation, both the inwardly transformational and outwardly anointed natures of the Spirit Baptism of Elijah began to be restored to the church. These restorations occurred incrementally along separate tracks. Those who served as hosts of these various isolated restorations remained ignorant of the larger picture and of those who hosted other aspects of the baptism. Yet that any restorations were occurring at all signified the first hues of dawn in a spiritual sky heralding the end of the age and the return of the Lamb.
Inwardly transforming aspects of the Spirit of Elijah were first realized by certain monks and mystics during the Reformation period. Illumination and teaching on the internal dimensions of the Spirit proceeded to break the surface of church consciousness and see the light of day through the European Pietists and Moravians. Out of this confluence God raised up John Wesley in the mid 18th century to bring to its zenith the exposition of the "second blessing" of God to deliver the believer from the root of sin into the indwelling love of the Father—a ministry and message at the heart of Methodism that came to find its home on the shores of the New World.
Separately and in different corners, the anointing baptism of Elijah for the supernatural also began to peer above the ground. The common anointing for preaching was already at work in the Reformation and evangelical streams. But the supernatural anointing began to manifest itself among the Quakers of the late 17th century. This too was imported to the New World and by the time of the Great Awakenings in America, elements of supernatural anointing on occasion graced the revivals.
The transformational and anointed streams of the Elijah baptism continued to develop, coming closer and closer to convergence throughout the 19th century in and out of a cycle of spiritual declines and re-awakenings:
- The anointing broke out again in England in the 1830's highlighting the gift of prophecy and the first revelation of the approach of the end times.
- By the 1840's the governmental work of the Spirit to deliver from the root and power of sin into the Father's love after conversion became identified as the baptism of the Holy Spirit." Two streams of Elijah's transformational Spirit became identified as the Holiness Movement and the Higher Life / Keswick Movement, developing in explosive force during the 1880s-1900. With the increased power of travel developed by that time, this Spirit accompanied the missions movement to its destinations worldwide.
- In the 1860's the Spirit's anointing for divine healing was suddenly released in Europe. The supernatural ministry of Elijah now broke into the public consciousness of large swaths of the West for the first time. Evangelists bringing the power of prayer for immediate miraculous healing also began to be embraced in the conferences of the transformational teachers of the Higher Life Movement, including D.L Moody, R.A. Torrey, A.B. Simpson and giving birth to such denominations as the Christian & Missionary Alliance.
By 1900, the totally unified transformational and anointed Spirit of Elijah was ready to be fully restored to take on the rising powers of the One World System already in development by that time.
Parallel Rise of the New World Order
As the dual Elijah Spirit Baptism was being restored to the people of God, the spirit of the antichrist was just as busy laying its plans for total world dominion. Throughout the 18th and 19th centuries human political philosophies were engendered giving birth to secret movements and societies with roots in the occult to begin takeover of the world by controlling the world's finances and labor resources. In some cases, the inspirations for these hellish philosophies and movements came forth as corruptions of the true light of anointing that had already been glowing. Evil luminaries from Karl Marx to Adolph Hitler had original intimate associations with the truth of God.
Perhaps the earliest and best known of the birth pangs toward lawless world government was demonstrated in the 18th Century luciferian inspired French Revolution. From this revolution sprang the seeds giving birth to international communism that went on to dominate the 19th century landscape of Europe and the 20th century landscape of the communist world.
Throughout the decades of the late 18th through 19th centuries, occultic driven banking dynasties arose in Europe and America bent on deceiving the nations, corrupting their laws and forms of government, seeking to capture all the nations under commercial law, converting their governments to bank-run corporations, and turning the labor pool of the peoples into their private store of capital wealth through seductive socialistic schemes to which the peoples would become subservient the rest of their lives in return for the promise of security.
By 1900, the world was well poised for a show down between the ready-to-unite Elijah Spirit and the Anti-Christ Global Commercial Beast.
Failure of the Elijah Spirit 1870-1915
At the pivotal moment for the restoring Elijah Spirit, the forces of satan were well at work not only on their own turf of socialist world dominion, but behind the lines of the restoring church. Satan was desperate at all costs to prevent the restored union of the Spirit Baptism of Elijah in its glorious fullness with its potential to destroy his gates. (And it did cost him. He did suffer many of his own losses to Christ in the course of trying to corrupt the Elijah restoration.)
To this end, satan strove to prevent the union of the internal governmental streams of the Holy Spirit from mating with the external supernatural anointing streams. He accomplished this by spirits that could produce misunderstanding, unbelief, discord and division in and amongst the various streams and parties God was using to bring forth this restoration. If there was to be a church with any Holy Spirit in it at all, satan's intent was that such a church remain as immature, emasculated and harmless to him as the church in Corinth, and not like the church in Acts 2.
As we know now and have come to endure throughout our lifetimes in searching out the Lord, the generation entrusted with the stewardship of uniting the Elijah streams failed. Between 1870-1915, the people of the Methodist, Holiness, Higher Life, Holiness-Pentecostal and Pentecostal movements passed through phases of unbelief that prevented the streams of Elijah's Spirit from fusing into its glorious whole to flow from the throne of God through the church and to realize the return of the Lord in marriage to such a church.
The Methodists rejected the Holiness advocates who remained loyal to Wesley's teaching in letter. But they themselves rejected Wesley's spirit of love. They refused to embrace their Higher Life contemporaries because they were not "Wesleyan" enough. Having descended into legalistic and emotional aggravations of supposed "holiness" they rejected their own new converts on the frontiers who were hungry for a greater anointing.
Most Higher Life proponents, while seeking to remain centered in the love of Christ, also rejected the supernatural anointing as a complement to their first love. They wanted nothing to do with the outpouring that came after them in 1901 bringing tongues to the forefront of the church.
Meanwhile the few Holiness Pentecostals and Higher Life teachers who wanted to unite the full supernatural anointing with the inner power of governmental love when tongues finally was released failed through weak faith to steward what the Lord had brought forth. The new Pentecostals now saw the tongues anointing alone as the essence of the Elijah baptism. And the noble Higher Lifers, not wanting to be distracted from Christ, decided it wasn't worth pursuing any further. These went their separate ways.
Finally, as all the Pentecostals joined together after Azusa Street in 1914 to form the worldwide body known as the Assemblies of God, a final doctrine was built into their platform denying any further work of root cutting in the life of the believer necessary either to the baptism of Elijah, or at all! Wesley was dead. The higher life was a myth. Who needs it? Speak in tongues, and you've got the baptism.
Satan was pleased. The Corinthian church was reborn. The Laodicean church was now in full effect, and with it, his New World Order unimpeded.
The Onward March of Globalism
The early 1910's were an absolute spiritual coup for the forces of darkness. Having succeeded at preventing the completion of the unification and birthing of Spirit of Elijah, the twentieth century was laid before satan to develop his plans assured of little opposition.
In 1913, amidst the cacophony of the divided church, and one year before the Assemblies of God cemented their rejection of the internal governmental Spirit of Elijah, the banking meisters of the world accomplished their greatest objective in the New World, which was to bring the United States under foot through a permanently entrenched central bank. The next year, World War I was instigated.
From here, the story of the rise of commercial globalism opposed by nothing more powerful than a circus-centered Corinthian-Laodicean church dominates the entire twentieth century. Throughout the 1900s, the world systems brought forth convulsions every generation toward establishing their New Order. The church meanwhile, went on to receive numerous impartations in the realm of Elijah's anointing. They received the fully restored activated gifts of healing, prophecy, deliverance, the offices of the prophet and the apostle, restored praise and worship, and a full blown prayer movement—all minus the governmental spirit of Elijah. No throne here. The churches were still run by petty Pentecostal and Charismatic tyrants featuring hucksters of every type.
Meanwhile, the people continued to grow fat and happy on their American Dream and their trust that Social Security was going to be there to take care of them. By the late 1960s, all the churches began entering into covenants with the commercial government system promising them tax breaks in exchange for their silence on anything that might touch the system. All churches in effect became government churches and wards of the state.
But in their oblivion, the churches saw the beast as their pet to take care of, nothing more. Without the full Elijah Spirit and throne of God for their government, they simply romanticized about their relationship with the gentile government, creating marriages with its political parties, and believing their anointing is all it would ever take to bring the pet in line "under the kingdom." Of course, from election to election, it never happened, and the monster only continued to grow.
Toward the dawn of the 21st century, the Lord continued to beckon the western church through prophets who had themselves been hunted down and taken captive by the governmental spirit of Elijah—these who wanted the full powers of transformation and anointing. They sought to warn the rest of the church. But ears remained dull. The cry for bread and circuses prevailed.
But the Lord never gives up. He keeps beckoning. He keeps calling out to His People. New stirrings toward inwardly transformational restoration occurred. In 1999, the International House of Prayer was born. Love for the Lord was rekindled, an internal reality entered afresh. Still without government, a new generation was being quietly shepherded toward something more real, something lost in generations gone by.
That beckoning continues, despite the departure of the glory of the Lord from the land.
The New Awakening and Imminent Confrontation
Despite the cyclical setbacks, nothing can ever outwit the ultimate plan of God. He has promised that the Elijah Spirit would return before the great and notable day of the Lord. That promise remains in force, and even now glimmers of hope in the dark begin to emanate. The Lord has left to Himself a remnant, even as Elijah was himself of a remnant. A new baptism of the total Elijah spirit is at hand. For in the darkness, the Lord reserves his own secret strategies for preparation. The twentieth century has not been lost on those God is preparing to receive the new mantle ready to be given.
Isaiah 60:2 paints a picture of great
light shining amid great darkness.
"For behold, darkness will cover the earth and deep darkness the peoples; But the LORD will rise upon you And His glory will appear upon you.
That promised glory is none other than the return of the Elijah baptism in its full governmental and anointed reality ahead of the Lord. That glory is to prepare the way. And it is to lead God's people through the remaining time of darkness until the day star appears, even the matchless glorious brilliance of our returning Lord who will personally destroy the commercial system, bring the Times of the Gentiles to its end, and restore His complete people out of the lost sheep of Israel.
It is important to keep in view the light versus dark reality of the closing time before us. The return of the complete Holy Spirit baptism will arise to directly confront the darkness of the surrounding world system. Yet that darkness will remain in place, seeking to execute its strategies for dominion despite the late opposition it did not count on—the opposition from "Elijah" and the revealed sons of God brought to immortality. Yes, cheer! There is great hope ahead for us! All is not lost.
But the Elijah spirit will not immediately overthrow the world commercial system. (See Rev. 11 and the two witnesses). The dark will be left in place to try the remaining people of the earth, as well as the church. The darkness will be used to sift those who serve God from those who serve him not. Lines will be drawn. When Elijah arises, defections will occur out of the moves of God as well as converts to this next revelation of Christ. The serpent will be breathing heavily against the people of God. The Elijahs will ably withstand him however. It will be back and forth.
But this is what happens when ages change. There is great destruction, and great glory. What God wants you to know in this hour is, prepare to follow to glory cloud of the Elijah spirit that is about to be raised. You will see it. You will not need to fear the darkness anymore. You will have a place to go when times get tough. The glory will be there upon a prepared people—as Isaiah 60:2 promises. Everything that was ready to merge but was lost 100 years ago will be brought forth again.
And in the end, at the appointed moment, the Global New World Order will fall. We will all be liberated. All Israel will in fact be saved. The apostles and prophets will rejoice in that hour.

At this writing in 2013, we stand exactly one generation from the time of the great coup over the people of God in America. In God's time, a generation is 100 years (Gen. 15:16). The Lord is saying He is ready to try again
